In 2022, the U.S. Agency for International Development (USAID) initiated the Environmental Restoration of the Aral Sea II (ERAS-II) Activity, three-year activity implemented by Tetra Tech ARD under the USAID Regional Water and Vulnerable Environment (WAVE) Activity.
The goal of the ERAS-I Activity is to provide environmental restoration measures to improve the resilience of landscapes and people in the Northern Aral Sea zone. To achieve and sustain this goal, the Contractor will utilize local partners and work closely with GOK’s MEGNR. The Executive Directorate of the International Fund for Saving the Aral Sea (ED IFAS) is Tetra Tech ARD’s main implementing partner in achieving the afforestation goal within the scope of the Activity.
The ERAS-II Activity aims to contribute to and complement the efforts of the Government of Uzbekistan (GoU) and Government of Kazakhstan (GoK) with innovative and sustainable bio-agrotechnologies and best afforestation practices and by strengthening bilateral cooperation between these two countries.
Tetra Tech ARD is recruiting a highly qualified and motivated Project Specialist who will provide overall technical and administrative support to ERAS-I and ERAS-II Activities implementation and will report to the WAVE Chief of Party.
The Project Specialist will be responsible for organizing the ground activities and tasks at the USAID Oasis located near Aralsk, Kazakhstan, organizing bilateral working group meetings and scientific exchanges with Uzbekistan, supporting the development of an information campaign, preparing report for USAID as needed, and supervising the work implemented by ED IFAS at the ERAS I OASIS.
MAIN RESPONSIBILITIES AND TASKS:
- Assist in organizing the ground activities and tasks at the USAID Oasis in cooperation with ED IFAS
- Support in organizing bilateral working group (BWG) meetings (two meetings) under the ERAS-II from Kazakhstan side
- Organize scientific exchange with Uzbekistan and implement at least one joint activity related to scientific exchange.
- Coordinate with the WAVE Environmental Compliance Specialist on environmental compliance requirements.
- Coordinate with the WAVE Monitoring, Evaluation, and Learning (MEL) Manager on implementation of the Activity Monitoring, Evaluation, and Learning Plan (AMELP).
- Coordinate with the WAVE Communications and Outreach team on the design and implementation of a public awareness campaign and preparation of publications regarding ERAS-I and ERAS-II implementation.
- Assist in preparing a regular weekly and quarterly reports on Activity results for USAID Central Asia.
- Organize final conference under the ERAS -I and ensure participation of the BWG members from Kazakhstan at the final conference under the ERAS-II
QUALIFICATIONS: (MINIMUM REQUIREMENTS)
EDUCATION AND WORK EXPERIENCE:
Advanced university degree (Master’s degree or higher). A degree in an environment and natural resource-related fields is preferred. Professional work experience should be related to project design and management in the environment and natural resource sector, ideally in the water resources and/or forestry sectors of at least one of the Central Asia States. 3-5 years relevant experience required. Preference will be given for previous work with USAID activities.
SKILLS:
Professional competency with technical aspects of the water, energy, and forest sectors is highly preferred. Must be computer literate (preferably with Microsoft Office applications including Excel, Word, PowerPoint, etc.). An additional advantage will be skills and knowledge of specialized software in the field of design (engineering), project management, mapping (GIS), and cost estimation.
A good knowledge of the legislation, regulatory, and technical requirements of the Republic of Kazakhstan in the field of design (engineering), water resources, environmental protection, and forestry is highly preferred. Experience in coordinating projects and negotiating with various state bodies of the Republic of Kazakhstan is highly preferred. Knowledge of the Aral Sea region is desirable and will be an additional advantage.
LANGUAGES:
Fluency in spoken and written Russian is required. Fluency in English and Kazakh is preferred and knowledge of Kazakh.

Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Ability to work individually and as part of a team and must have excellent organizational skills. Must be able to create a supportive working relationship among all project teams. Must be result-oriented.
WORK LOCATION:
The Project Specialist will work out of the WAVE regional office located in Almaty. Must be able to travel to remote locations, with frequent visits to Uzbekistan and the OASIS in Kazakhstan as required.
