USAID Central Asia’s Regional Water and Vulnerable Environment Activity continues its WEFE Nexus Lecture Series (No. 25) with a focus on the development of cooperation at the Basin level in Central Asia.
Under ongoing water reforms in the region, Central Asian governments are establishing different types and scales of basin management structures, such as basin management organizations and basin councils. However, given that these are relatively new structures, not all the roles and responsibilities are clearly identified and understood and there is a strong need to continue capacity building for governmental employees and the persons comprising these newly established structures.
From 2009 to the present, USAID and GIZ have, in parallel, worked closely with local partners to promote basin management approach at the national level through regular meetings, policy briefs, and trainings and other activities to build capacity within basin councils as well as within water ministries and agencies. Due to this work, Central Asian countries have arrived at a critical mass of understanding for the basin management approach and roles of basin councils, which has led to some important water reforms in the region.
In continuation of these efforts, and for a long-term vision for the development of basin management and cooperation, international organizations working alongside national governments have developed basin management Roadmap to serve as a working tool for all donors in the region at the basin level.
What activities does the “Roadmap” include and what steps need to be taken to implement it? What can be the next steps to enhance regional cooperation at the basin level through basin councils and basin management organizations?
We propose to discuss the answers to these questions during the twenty-fifth lecture together with an invited expert, the speaker of the lecture:
